This is a standalone plugin which was built by the Elementor page. Elementor Blocks for Gutenberg enables you to insert Elementor Page Builder templates like Gutenberg blocks.

Instruction for Using
You need to have WordPress 5.0 or the newer version. Besides, it also requires a new block editor which is enabled and Elemenntor.
Step 1: Install and enable Elementor Blocks for Gutenberg
Step 2: Find out “Elementor Library” in the Gutenberg.
Step 3: Select a current template or build a new template from scratch.
Step 4: Display your template inside the Gutenberg before publishing.
Tip: You are able to edit the template that you was selected by choosing the Edit Template with Elementor button.
